(i) To provide high quality nursing care that meet the physical, psychological, spiritual and social needs of patients/clients based on scientific principles. This means individualized care for every patient/clients that come in, a standard expected from Teaching Hospital of International standard.
(ii) To provide qualified personnel of all cadres at all levels sufficient to maintain high standard of nursing care.
(iii) To ensure a good system of communication both intra and inter department in order to enhance effective and efficient patient care.
(iv) To allow participative and democratic nursing management which measures delegation of appropriate authority with responsibility
(v) To advice and operate means of controlling quality care rendered to patients and control nursing activities within the institution.
(vi) To enhance professional growth of personnel in the department by organizing at regular intervals continuing education programme using adequate resource persons.
(vii) To initiate and participate in research projects and utilize such results for improvement of patientsí care.
(viii) To ensure proper teaching and adequate supervision of students that come in from Training Schools for clinical experience in the clinics/wards.
(ix) To requisite and ensure adequate supply of equipment and materials for effective and efficient health care management.
(x) To encourage that personnel attend courses/seminars/conferences/workshops under the sponsorship of Management in all areas of specialization so as to
meet the high standard expected of Centers of Excellence viz in Burns care, Baby Friendly Initiative Hospital and HIV/AIDS management.
(xi) To render professional advice to Management for effective nursing care.
(xii) To keep Management abreast of happenings in the department and commend her when the need arises.

The Nursing Services Department is the largest and one of the most important department in the University of Benin Teaching Hospital. It provides comprehensive nursing care to Patients/Clients round the clock and all through the year. It is one of the first department to be established in this Institution in 1972. In the same vein provides extended services to the establishmentís comprehensive centres at Udo and Ogbona respectively.
The departmentís philosophy is focused on the Patient/Client as the most important person in the nursing situation; bearing in mind that he is an individual, a member of a family and of a community as well. In this connection, the Nursing Services Department upholds the dignity of every human being without discrimination as to race, tribe, religion, nationality, occupation or social status. The department believes in high ethical standard based on adequate educational background, high moral values and a healthy spiritual well being.
The Nursing Services Department has come a long way since 1973. It has expanded by manpower and structurally. From 30 bedded male and female wards and a Maternity Unit, headed by a Chief Nursing Officer.The department has expanded. It now has a manpower of 669 trained Nursing Staff headed by Deputy Director of Nursing with a bed state of 716. It has different units with special disciplines, all manned by specialized Nurses.
The Head of the Nursing Services Department is the Deputy Director. She is assisted by two Assistant Directors. Assistant Director Administration, Assistant Director Clinical.
The Department is divided into Seven (7) Unit, headed by an Assistant Director. In addition to the existing inservice education unit in the department a licensing unit that ensures that staff carrying out care in the hospital have valid licenses has also been established. similarly, nursing audit has been put in place to review the procedures used for nursing diagnosis, care and treatment against agreed standards ( Nursing - patients Sensitive outcomes)
